Regional Project: Using Annual Measurable Achievement Objectives (AMAO) Data to Support District Improvement

Regional Need

Beginning in 2006, states will be transitioning into using new English language proficiency (ELP) tests that measure progress and attainment of proficiency in English since the previous ELP tests were not specifically designed to measure progress and attainment.

Project Purpose

To build the capacity of Mid-Atlantic SEAs to use data from new English language proficiency (ELP) tests and other sources to assess district needs and identify technical assistance strategies for districts that do not make AMAO targets under Title III.

Project Description

A major challenge in transitioning to these new ELP assessments is that data from the previous assessments will not be comparable to data from the new assessment. Thus, states will need to equate scores between the two assessments in order to identify which districts need assistance.

As part of this process, states will need to conduct an analysis of the new assessments (which are aligned to state English language proficiency standards and which have been designed to measure progress and attainment of proficiency) in order to identify technical assistance strategies for districts that do not make AMAO targets under Title III.

Year 2 (2005-2006) Activities

The focus for Year 2 will be to build the capacity of SEAs to use data to identify the needs of English language learners and to collaborate across programs and content areas to provide technical assistance to address identified needs.

In Year 2, MACC plans to:

  1. Conduct regional needs assessment to identify the Title III target districts are having most difficulty meeting for their English language learners
  2. Produce a State of the Region report on findings
  3. Solicit and disseminate a Center for Instruction research synthesis of evidence-based practices for educating English language learners
  4. Plan in collaboration with the SEAs and condut a regional forum: Using AMAO Data to Support District Improvement
  5. Provide planning and follow-up technical assistance with each SEA
