| Support for Keystone Quality Teacher Framework Project |
During Year 5 MACC will assist the Pennsylvania Department of Education (PDE) with building capacity to develop ongoing professional development focused on teacher quality and improved academic achievement. MACC will work with the Bureau of Teacher Quality in its planning and implementation of the Governor’s Academy for Urban Education, and provide support to Governor’s Academy participants designed to extend knowledge and skills and build their capacity to implement continuous improvement. MACC staff will also collaborate with PDE to analyze participant feedback and newly emerging professional development priorities to plan for the 2010 Governor’s Academy. MACC is contributing to Pennsylvania’s teacher quality efforts by leveraging expert contributions and relevant research to support state capacity to implement ongoing professional development. MACC is cognizant that priorities outlined in the education portion of the PA state stimulus may affect professional development goals of districts and schools. MACC is prepared to address priorities of Early Childhood Education Professional Development such as deepening understanding of national and local programs or practical development in work sampling and support for parent leadership training in early education programs. |

Supporting the Implementation of the Pennsylvania Department of Education’s Migrant Education Program Statewide Service Delivery Plan |
MACC will provide technical assistance to build Pennsylvania’s capacity to identify and develop resources and trainings for LEAs that are charged with improving migrant student and family outcomes. MACC will assist the PA MEP to develop training models for MEP staff and migrant parents related to promoting school readiness in young children and improving the quality and effectiveness of supplemental instructional reading programs. MACC will also provide help in adding value to existing state-sponsored Parent Involvement training efforts to improve reading achievement of migrant children statewide through the formation of study teams that will focus on literacy development. MACC’s principal contributions will be to: 1. Assist state and local Parent Involvement Specialists by sharing resources and helping them to identify effective parent training models that promote school readiness in young children. 2. Form study teams across the state that will focus on improving the quality of reading instruction. 3. Provide technical assistance to complete a Temporary Worker Study in cooperation with the PDE and the Office of Migrant Education at the US Department of Education. The study is slated to become a model for other states to use as they strive to comply with new federal regulations on determining the eligibility of temporary workers. |

Collaborative Coaching Board (CCB) |
MACC will support the CCB in creating a common definition and vision of coaching in PA schools and will share that vision with schools, districts, intermediate units (IU’s), and colleges and universities in Pennsylvania. MACC will assist the CCB in designing collaborative support and guidance for all coaching initiatives being implemented in Pennsylvania schools. MACC staff has experience training and supporting coaches in PA and in other states and has worked with coaches at the school, district, and state level in multiple states. MACC will share its insights on issues related to coaching at different levels and offer a cross-state perspective to help the CCB make decisions and provide support and guidance that will support the success of its coaching initiatives. |

COI-MACC-PDE Collaboration on RTI Implementation Practices
|
The purpose of this project is to increase the body of knowledge and broaden the dissemination of effective practices associated with the state-level integration of the Response to Intervention (RTI) process in school improvement efforts in Pennsylvania and nationwide. MACC will collaborate with PDE and the Center on Instruction, which will continue to observe Pennsylvania’s RTI planning and implementation process and create products that will inform and guide other states in implementing RTI. MACC will provide assistance as a broker between national centers, regional centers, labs, and PDE. MACC’s roles in this project are: 1. to serve as an intermediary between Pennsylvania and the Center on Instruction, and other national centers that have joined forces to leverage resources for the benefit of the recipients of network services and TA; and 2. to serve as a critical friend to engage PDE leaders in reflective and proactive improvement of the PDE capacity to implement RTI and to coordinate RTI implementation with other district and school reform and improvement efforts. |
| Developing and Implementing a Statewide Voluntary Curriculum |
MACC support for PDE Statewide Voluntary Curriculum in Year 5 will be to provide strategies to enable districts in need of improvement to implement standards aligned curriculum through research-based strategies that have been shown to increase student achievement. In addition to providing support for analysis of the content of instruction, textbooks alignment to standards, and opportunity for comprehensive practice examples, MACC will assist the state to support districts or schools undertaking curriculum reforms through ongoing professional development that enable them to 1) examine the relationship between alignment and instruction; 2) enact an aligned curriculum in literacy, math and science; and 3) align instruction with state assessments. MACC's value in the project is to serve as an intermediary between Pennsylvania, the national content centers, and other states that have implemented a voluntary statewide curriculum. MACC will work with the PDE in a capacity-building role that supports the department's mission and goals. Possible roles include: 1) providing technical assistance to develop criteria for the voluntary state curriculum framework, 2) identifying resources from which to draw video and other examples for the Web site, and 3) brokering expertise from other states that have developed a voluntary curriculum, such as Louisiana and Maryland. |
| Refinement of Pennsylvania State Assessment Policies for Accommodating English Language Learners | This project is designed to address shortcomings in state assessment policies for accommodating English language learners (ELLs) by providing states with information and guidance about policy design, appropriate accommodations, and assistance to develop/use protocols for monitoring the use of accommodations. MACC will increase PDE's capacity to appropriately address the unique needs of ELL students by supporting them in improving their assessment accommodation policies so they are more responsive to the individual needs of each ELL child. MACC will improve PDE's capacity to collaborate across programs and offices by providing SEA staff from the Assessment, Title I, and Title III offices with opportunities to collaborate, discuss, and refine state assessment policies for accommodating ELLs. |
