Support for Keystone Quality Teacher Framework Project
In Year 4 MACC continued to help the Pennsylvania Department of Education build its capacity to work with institutions of higher education to implement teacher certification guidelines and enhance teacher quality.

MACC worked to help build capacity to develop and implement the state' policies and practices in three areas:
1.  Teacher Certification Requirements and Reviews of College and University Teacher Preparation Programs;
2.Title II Data Collection and Equitable Teacher Distribution Plans; and
3.Technical assistance to PDE staff who are developing high quality professional development opportunities for school teams from urban school districts.

Supporting the Implementation of Pennsylvania Department of Education' Migrant Education Program Statewide Service Delivery Plan

MACC has worked in partnership with the Pennsylvania Migrant Education Program over the past four years to conduct its data-driven, federally mandated Comprehensive Needs Assessment (CNA). The CNA was completed in the fall of 2007, MACC then assisted PDE MEP to use the CNA findings to develop a detailed Service Delivery Plan which guides Pennsylvania's local and regional programs for migrant services over the next three to five years and will enable the state to monitor the efficacy of program improvement efforts.

In Year 4, MACC's assisted in identifying experts, research, and resources to help build the SEA's capacity to provide technical assistance to LEAs striving to meet program improvement targets in the areas of increasing school readiness, improving reading proficiency, improving math proficiency, and increasing high school graduation rates.

Support for the Collaborative Coaching Board (CCB)

MACC assisted in supporting the CCB in creating a common definition and vision of coaching in PA schools, and sharing that vision with schools, districts, Intermediate Units (IUs), colleges, and universities in Pennsylvania. MACC also provided services to support the CCB's work in designing collaborative support and guidance for all coaching initiatives being implemented in Pennsylvania schools.

COI-MACC-PDE Collaboration on RTI Implementation Practices

Since late 2007 MACC has worked with the Center on Instruction to develop Pennsylvania as an RTI exemplar state and identify practices and materials that would document PDE's work. MACC observed PDE's planning and implementation processes and offered technical assistance as needed, facilitated work group meetings, supported dialogue with RTI experts and consultants, and expanded the network of resources that PDE draws upon. Documentation of current practice continues and the collaboration has been joined by the RTI Center, the North Central Regional Resource Center and the National Center on Teacher Quality.
