Support for the Delaware State Support Leadership Team
In Year 4 MACC's work focused on assisting the DESS Leadership Team to meet its objective to help the team develop and implement a plan for moving the state system of support forward based on the recommendations of the State System of Support (SSOS) Self Assessment. MACC provided assistance to the team with feedback from school districts as well as from SEA staff about the level of understanding and utilization of DESS. MACC also provided guidance to the DDOE as it develops a communication plan to link the resources and services of DESS to their intended users in schools and districts.
Education Success Planning and Evaluation System
MACC’s contribution to this project involves critical friend feedback that keeps the group focused on its goals. As a part of the critical friend role, MACC asks guiding questions and engages the group in the analysis of other state practices in order to lead the group to address its stated mission. In Year 4 MACC has provided best practices and comparisons of various state consolidated planning processes to inform Delaware’s effort to create their own new process.
MACC proactively identified relevant research, resources, and legal information. Tools that MACC brought to the process were a web-blog and web-based meetings customized for the use of the group. MACC’s role fosters communication and collaboration among the DDOE, districts, and across districts.
Assist the DDOE to Determine Patterns of Teacher Distribution Statewide
In order to ensure that students in Delaware have equal access to highly qualified teachers, the DE SEA asked MACC for help in studying patterns of teacher deployment across the state. In Year 4, MACC continued to work with researchers from the Mid-Atlantic Regional Education Laboratory (RELMA) and NCCTQ (National Comprehensive Center on Teacher Quality) to design and carry out an investigation of patterns of teacher distribution in Delaware. MACC continued to focus on its goal to help enable the DE SEA to take more informed action in its efforts to improve the equitable distribution of teachers.
Migrant Education Program Comprehensive Needs Assessment
Now that the CNA process is completed, the DE MEP has a detailed road map for service delivery that will guide their two regional programs over the course of the next 3-5 years and enable the state to monitor the efficacy of program improvement efforts.
MACC's principal contributions were:
1. to provide strategic guidance in the development of a state Service Delivery Plan that transformed the CNA goals and objectives into actions.
2. to assist with identifying research and resources that added to the SEA's capacity to provide technical assistance to LEA's that are striving to meet program improvement targets in the areas of a) School Readiness, b) Improving Reading and Math Proficiency and c) High School Graduation.
