PDE uses a Value Added Assessment System to measure district and school impact on the academic progress of students from year-to-year. In order to provide school-level data to supplement the system, the PDE is creating criteria for a three-level district assessment system, including (1) the state assessment of student achievement, (2) district-level benchmark assessments, and (3) ongoing classroom assessments.

Pennsylvania Annual Measurable Achievement Objectives (AMAO) Targets
PDE has created Language Proficiency Standards for English Language Learners to meet NCLB's Title III requirement of the creation of AMAOs.
Note 1: The Language Proficiency Standards for ELLs are organized into three sections, Social and Instructional, Language Arts, and Mathematics. Within each content area the standards are presented in a matrix.
