The District of Columbia is a unique jurisdiction, within the Mid-Atlantic region as well as the nation. For purposes of education, it is both a State Education Agency and a Local Education Agency. It is at the same time a city unto itself with its own municipal government and seat of the federal government. It is an entirely urban area -- by far the most densely populated "state" in the union. It has approximately 65,000 students and 167 schools.

DC’s Year 5 vision/central purpose is to leverage the Title 3 need to reset AMAOs to create a set of generic tools and guides to support comprehensive PD strategy for any target group of students.
The Office of the State Superintendent of Education (OSSE), with input from the Center on Innovation and Improvement (CII) and MACC, engaged in a process of developing a planning process/protocol for conducting annual school reviews. This process uses research-based standards and indicators to assess local educational agencies in the areas of academic and organizational performance as outlined in NCLB.
